Ketil Haukaas – director general of the NCIS

Ketil Haukaas was appointed in 2005, when he was chief of police in Østfinnmark Police District. He has previously served as acting chief of police in Sør-Varanger Police District, public prosecutor at Rogaland Public Prosecutors' Office, assistant chief of police and police prosecutor in Sør-Varanger Police District and executive officer at the Polar Department of the Ministry of Justice.

Education: Master in Law

Vigleik Antun – deputy director general of the NCIS

Vigleik Antun is the deputy director general of the NCIS. Mr Antun was recruited to the NCIS as a police sergeant in 1993, coming from Fana Police Station in Bergen . He has held several management positions at the NCIS since 1999 and was appointed deputy director general in 2012.

Education: The Norwegian Police University College Organisation theory, management and organisational development at the Police University College, FBI's executive training, the NCIS's executive development course at the Norwegian Business School.

Cecilie Lilaas-Skari – head of the Forensic Science Department

Cecilie Lilaas-Skari came from the position acting head of the International Police Cooperation and Central Databases Department. Prior to that, she was acting head of the Organised Crime Section at the NCIS. Lilaas-Skari began working for the NCIS in 2001, and has held positions in the International Police Cooperation and Central Databases Department and Criminal Investigation Department, as well as on the Director General's Staff.

Education: The Norwegian Police University College, graduate in Agriculture and Master in Law. She has also studied management of criminal investigations at the Police University College and holds a Master's degree in management from the Norwegian Business School.

Eivind Borge – head of the Criminal Investigation Department

Eivind Borge is head of the Criminal Investigation Department at the NCIS, where he had been deputy head since 2010. Borge has been employed at the NCIS since 1998, and has held several management posts in the organisation, among them head of the Special Operations and Organised Crime sections. Before joining the NCIS, Borge held posts with Oslo and Drammen Police Districts. He also worked in Catch, an organised crime project under the auspices of the National Police Directorate.

Education: Norwegian Police University College and the Non-Commissioned Officers Infantry Training School. He has also attended courses in management and organisational development, management of criminal investigations and criminal intelligence at the Police University College.

Ingrid Dagestad – head of the International Police Cooperation and Central Databases Department

Ingrid Dagestad joined the NCIS as head of the Forensic Science Department in 2007, before becoming head of the International Police Cooperation and Central Databases Department in 2010. Dagestad has held several positions in the Police Security Service, including head of the Counter-Terrorism Section and the Surveillance Section. She has also served in the Ministry of Justice with the rank of assistant chief of police. Dagestad has been deployed on several international missions with the UN.

Education: Management training, the Norwegian Police University College and total defence courses under the auspices of the Norwegian Defence University College.

Ole Jørgen Arvesen – acting head of the Technology and Operational Services Department

Ole Jørgen has served as deputy head of the department since 2014. Prior to joining the NCIS in 2006, he worked for ten years in Oslo Police District, primarily within the field of covert investigation. He has held several positions at the NCIS, including informant handling supervisor, informant team leader and head of the Special Operations Section.

Education: Non-Commissioned Officer's School, one-year sports programme, the Norwegian Police University College and a Master's degree in management from the Norwegian Business School.

Hilde Bjørnstad – strategic advisor to the director general

Hilde Bjørnstad came to the NCIS and the Criminal Investigation Department in 2010, and transferred to the Director General's Staff in 2012. She had previously worked in the Ministry of Finance for four years and the Norwegian Tax Inspectorate for five years. She has also been a trainee at the UN headquarters in New York.

Education: Cand.Polit. degree in political science, University of Oslo, one-year programme in business administration, course in personnel management (Norwegian Business School).

Reinert Møster Ottesen – head of the Prosecution and Legal Affairs Unit

Reinert Møster Ottesen was formerly a police prosecutor in the NCIS's Organised Crime Section. Before joining the NCIS, he worked as a police prosecutor in Oslo Police District and as a public prosecutor with the Director of Public Prosecutions.

Education: Master in Law from the University of Oslo, several courses at the School of Law, University of North Dakota.

Roar Skuggedal – head of the Corporate Services Department

Roar Skuggedal started out in the NCIS in 2005 as head of HR, and became head of the Corporate Services Department in 2007. Skuggedal has held several positions in the Norwegian Maritime Directorate, including acting Maritime Director, director of the corporate services department, head of HR and advisor.

Education: Cand. Polit. degree in political science

Ida Dahl Nilssen – head of the Communication Section

Ida Dahl Nilssen joined the NCIS in 2013 as press officer. She worked on the Norwegian state broadcaster NRK's Dagsrevyen news team as a reporter, on-duty editor and news presenter from 2003 to 2013, on the NRK's domestic desk and finance and politics desk.

Education: TV journalist graduate from Volda University College, political science and religious studies courses at the University of Bergen, international aid studies at the University of Agder.
