When to submit a report?
Submit your report before arrival
The master of a vessel crossing into Schengen must submit a list of crew members and passengers while underway to its first Norwegian port of call. The report must be submitted 24 hours before the ship enters Norwegian inshore waters (the baseline).
The master of a vessel that is outbound from a Norwegian port and is going to cross into international waters must notify the police and provide an updated list of crew members and passengers. The report must be submitted well in advance of departure from the vessel's last Norwegian port of call before crossing into international waters.
How to submit the report
Crew and passenger lists must be sent online through SafeSeaNet Norway.
Should extraordinary circumstances make reporting via SafeSeaNet impossible, the crew and passenger list must be sent directly to the police district responsible for the arrival and departure port in question. In such cases, contact the responsible police district on tel. no. 02800.
Questions and enquiries relating to submission of crew and passenger lists at the maritime border can be directed to the police district responsible for the approved border crossing point or port of call on tel. no. 02800.

Stowaways and crew members signing on and off
Safe SeaNet cannot be used in the following cases:
- Stowaways must be reported immediately to the police in the first Norwegian port of call.
- Crew members signing on or off and passengers disembarking or embarking must also be reported to the police in the port where they disembark or embark the vessel.
