Foreign citizens with a Norwegian national identity number can apply for a national ID card without travel rights. The ID card documents your Norwegian national identity number and can be used as identification in Norway.
A national ID card without travel rights cannot be used as identification abroad or when traveling into or out of Norway.There are different documentation requirements for EU/EEA/EFTA citizens and for third-country citizens.Expanded service for third-country citizensThe police are in the process of expanding the service of national ID cards to foreign citizens from countries outside the EU/EEA/EFTA.From 1 September 2026, the service will be available at Politiets publikumssenter i Ski (Øst politidistrikt). This passport and ID office will be the only location to offer this service for the first few months. By the end of the year, it will be possible to apply at several passport and ID offices across the country.
