Citizens from countries within the EU/EEA/EFTA, with a Norwegian national identity number, can apply for a national ID card without travel rights. This page describes the requirements.
What is a national ID card without travel rights?The ID card documents your Norwegian national identity number and can be used as identification in Norway. It cannot be used as identification abroad or when traveling into or out of Norway.To apply you must book an appointment and appear in person with the necessary documentation at a passport and ID office that offers this service. You also have to pay a fee.
Who can apply?You must be a citizen of a country within the EU/EEA/EFTA and meet all the requirements listed below.
Application requirementsThere are strict requirements for identity verification. In order for us to be able to process your application, it is important that you meet all the requirements before applying for a national ID card.1. Do you have a Norwegian national identity number?You must have a Norwegian national identity number with 11 digits. If you only have a D number, you cannot apply.
2. Do you have a valid passport or national ID card from your home country?You must present a valid and electronic machine-readable passport or national ID card from your home country. Electronic machine-readable passports and national ID cards contain a chip and have the following symbol (may be in different colours):
Look for this symbol on your passport or ID card. It shows that the document has a chip and is electronic machine-readable.
If you do not have a valid and electronic machine-readable passport or national ID card from your home country, you must obtain one before you can apply.Your passport or ID card will not be accepted if it is damaged or expired. This also applies if the chip does not work or you are no longer recognizable in the photo.3. Is the name in your passport or ID card identical to the name in Folkeregisteret?The name in your passport or ID card from your home country must correspond with the name in Folkeregisteret before you can apply. It is important that all the letters and characters are exactly the same.Approved characters and letters:

If different characters are used, you must change the spelling in Folkeregisteret before you can apply for an ID card.

Are you applying for a national ID card for children under 13 years of age?There is no minimum age for children to hold a national ID card, but if the child is under 13 years of age, the parent or parents must consent. If you are two parents with joint parental responsibility, both parents must appear in person to give consent. You can give consent either before or during the appointment.

Receiving the ID card by mailThe ID card is usually sent by mail. Your mailbox must be clearly labelled with your full name, both first and last name, to prevent it from being returned.You can also arrange to pick it up at the passport and ID office.
