What is a national ID card without travel rights?The ID card documents your Norwegian national identity number and can be used as identification in Norway. It cannot be used as identification abroad or when traveling in or out of Norway.To apply you must book an appointment and appear in person with the necessary documentation at a passport and ID office that offers this service.
Who can apply?You must be a citizen of a country outside the EU/EEA/EFTA and meet all the requirements listed below.
Application requirementsThere are strict requirements for identity verification. In order for us to be able to process your application, it is important that you meet all the requirements before applying for a national ID card.1. Do you have a Norwegian national identity number?You must have a Norwegian national identity number with 11 digits. If you only have a D number, you cannot apply.
2. Do you have a Norwegian residence card? You must have a valid Norwegian residence card.Note: If you have a temporary residence permit or right of residence under utlendingsloven § 114, the ID card will generally get the same expiration date as the residence card. Please check your residence card's expiry date before you apply.3. Do you have a valid passport from your home country, a Norwegian travel document for refugees, or a passport for foreigners?
The passport from your home country must be valid.You must obtain a new passport if it is damaged, lost or expired. This also applies if the chip does not work or you are no longer recognizable in the photo.There are third-country citizens who, for various reasons, are unable to obtain a passport from their home country, and who also do not have a Norwegian travel document for refugees or a passport for foreigners. These individuals can still apply.4. Is the name in your documents identical to the name in Folkeregisteret?The name on the Norwegian residence card, passport and Folkeregisteret must correspond.

Are you applying for a national ID card for children under 13 years of age?There is no minimum age for children to hold a national ID card, but if the child is under 13 years of age, the parent or parents must consent. If you are two parents with joint parental responsibility, both parents must appear in person to give consent. You can give consent either before or during the appointment.

Receiving the ID card by mailThe ID card is usually sent by mail. Your mailbox must be clearly labelled with your full name, both first and last name, to prevent it from being returned.You can also arrange to pick it up at the passport and ID office. In that case, you must state this when you attend your appointment.
Expanded service for third-country citizensThe police are in the process of expanding the service of national ID cards to foreign citizens from countries outside the EU/EEA/EFTA.From 1 September 2026, the service will be available at Politiets publikumssenter i Ski (Øst politidistrikt). This passport and ID office will be the only location to offer this service for the first few months. By the end of the year, it will be possible to apply at several passport and ID offices across the country.
