If you are going to drive a taxi, minibus, bus/coach, limousine, etc, and will be paid to do so, you need a passenger carrying vehicle (PCV) driver’s licence. You must have a PCV licence as well as a driving licence for the appropriate class of vehicle.
- You must be aged between 20 and 75.
- You must pass a background check by the police.
- You must have a driving license in the driving license class(es) that you are applying for.
- If you are not a Norwegian citizen, you must normally have lived in Norway for four years. This rule does not apply to citizens of EEA countries.
- You will have to get a original health certificat from a Norwegian doctor. The health certificate must not be more than three months old.
Are you a taxi driver?
- In addition to the requirements listed above, you must have held a category B driving licence continuously for at least two years.
- If you are a new applicant, you must have passed the taxi driving test administered by the Norwegian Public Roads Administration (Statens vegvesen). Information about the taxi driving test is available at vegvesen.no.
- If you were issued a PCV licence before 1 November 2020, you do not need to have passed the taxi driving test to renew your PCV licence, as long as you renew it within one year of the expiry date.
- If you hold a valid professional driver qualification for passenger transport, you are not required to take the taxi driving test.
- If you have a professional qualification from another EEA country, it must be approved by the Norwegian Public Roads Administration. You can read more about this on their website.
- Download and complete the form for reporting a lost or stolen PCV licence .
- Send the form by post to the police district where you live.
- You can also submit the form at your nearest police station.

How to appeal if you are refused a PCV driver's licence
If your application is refused, you can appeal. You must submit your appeal no later than three weeks after you received the police's decision. You must send your appeal to the police district that processed your application.
If your appeal is rejected, the police district will send your case to the National Police Directorate for further consideration.
